Planning Commission
(A) Purpose: To make decisions and hold hearings relating to land use, public facilities, circulation, community appearance and similar matters affecting the development of the City and its environs, including, but not limited to, zoning, signs and capital improvements. The Commission may recommend to the Council specific amendments to the Comprehensive Plan that may be proposed from time to time by the public, the Commission or the Council.
(B) Composition and meeting frequency: The Planning Commission consists of five voting members at large, and one, non-voting City Councilor liaison. The Commission shall meet a minimum of four times per year, once each quarter, with more frequent meetings as required to meet the City’s planning needs.
(C) Qualifications: Voting members shall be full-time Jacksonville residents of one or more years. No more than two voting members of the Planning Commission may engage principally in buying, selling or developing real estate for profit as individuals, or partners or officers or employees of any entity principally engaged in buying, selling or developing real estate for profit. Further, no more than two members shall be engaged in the same occupation, trade or profession.
